Okay, while I see it as definitely quote-worthy; how is it a "money" quote?
The beginning paragraph of the letter was more of a "money" quote.

I have a "gut feeling" that Chertoff's "gut feeling" is based mostly on Bush's plummeting poll ratings and his constitutional showdown with Congress. Every time Bush gets in a jam: "look, over there! It's al Qaeda!"
